Why cite data?

It is established practice in scientific literature to cite results, but not the data. That makes the actual data harder to find, verify, and credit. We are trying to change this practice.

A short explanation

Data citations are not a formatting exercise. They serve three practical purposes.

  • They tell a replicator exactly what data you used.
  • They give credit to the people or institutions that created and distributed the data.
  • They make the data easier to find, verify, and reuse (the goal of the FAIR principles), including through data search interfaces such as openICPSR and Google Dataset Search.

The same logic already governs the literature: we cite a book directly, not the book review, when we want to reference what the author said. Data deserve the same treatment. The Joint Declaration of Data Citation Principles puts it plainly: data are “legitimate, citable products of research.”

The short rule is simple:

If you use a paper, cite the paper. If you use the data, cite the data. Often you should cite both, and do not forget to do both in the manuscript and the README.

What a good data citation usually includes

If a repository provides a suggested citation, use it. Otherwise, at a minimum, most data citations should make the following clear (ICPSR lists much the same elements):

  • who created the data (author, often an organization)
  • what the dataset is called (title)
  • who distributes or publishes it
  • what version or year you used
  • where it can be found: DOI preferred, otherwise a stable URL or a clear access path
  • when you accessed it, if there is no DOI or stable archived version

Do not cite only a paper, appendix, or website when the dataset itself is separately identifiable.

What is and is not a data citation: a bad example and a better one

Not enough: citing only one paper while multiple datasets are actually being used. Here three datasets are used (NHL, Ethnologue, and Tremblay et al.), but only one is cited.

We use data acquired from the NHL, dates of power outages collected by Tremblay et al. (2018), augmented with information on the language and grammar skills of hockey players provided by the Ethnologue database.

Better: cite each dataset, and also cite the paper if it matters for your argument or methods.

How to do it

Step 1: Identify the data object and identify the best locator.

Do not cite only the article that describes the data if the dataset itself is separately identifiable. Look for a dataset title, repository record, release, or Document Object Identifier (DOI). Use the best locator

  • Best: DOI
  • Good: stable repository URL or release URL
  • Acceptable: a precise download page or access mechanism

If you only have a general website, give enough information so a reader can locate the exact file or database you used.

Step 2: Match the citation to the access model

Different data sources need slightly different citation forms. The examples in the section below cover the most common cases. You may want to check your journal’s citation style guide for any specific format requirements.

Step 3: If needed, cite both the paper and the data

Some data providers ask you to cite a related paper. If the dataset also has its own title, record, or DOI, cite the dataset as well. The article citation does not replace the data citation.

Step 4: Put the citation in the right places

Describe all datasets in the README as well as the Manuscript, listing them in the References Section, and cite them wherever you need to refer to them in the rest of the document. The best approach to avoid duplication is the same as the one you use when citing an article or book in your paper:

  • Place a reference entry — with all the elements — in the References Section, one per dataset.
  • Use an in-text citation, that is, a short pointer, usually author and year, e.g. (BEA, 2016), linking to that reference entry, elsewhere in the document.

Our publisher has specific requirements about each element’s format for the manuscript, but we allow some flexibility in the README.

Practical details about how to obtain the data that don’t belong in a formal reference — the exact table to select, a download path, a registration step, the access date for a specific extract, etc… — go in the text of the README .e.g. the Data Availability Statement, following the in-text citation, not crammed into the reference entry. Similarly, if you include in the README a list or table of datasets/data files, reference the corresponding dataset using the in-text citation.

Step 5: Practical checks and considerations before you submit

URL, DOI, access date, and license
  • If you cite a website download, use the precise file, series, table, or query URL, not just the homepage.
  • If both a DOI and a URL exist, use the DOI. A DOI is stable; a URL may not be. A URL starting with https://doi.org is a DOI and does not need an access date.
  • If there is no DOI, include an access date.
  • Click the URL and confirm it actually lands on the data or on the page that clearly identifies the data.
  • Check whether the provider’s terms of use or license require a specific citation.
  • If redistribution is restricted, explain the access conditions in the README or data availability statement.
Is the dataset published yet? Reserving and timing a DOI

If the data are already published, the DOI is public and the repository will provide a suggested citation. You can also generate one from the DOI with doi2bib or Crosscite1.

If the data are not yet published, it is trickier: the dataset may not have a title tied to your paper. Some repositories let you reserve a DOI (Zenodo) or delay publication. For some, the DOI can be derived from information already available (for example openICPSR; something similar may be possible at Dataverse). You can often delay the dataset’s release and coordinate it with the publication of the article.

Provider terms: required citations, licenses, and software packages
  • Check for a license or data use agreement. Data being visible does not mean it can be redistributed; by default it cannot (copyright). Put the license or agreement URL in the README, and ideally include a copy of the agreement as it stood when you downloaded the data.
  • Some data use agreements require specific citations (of papers or of code). Make sure you comply with all such requirements.
  • Software packages can carry citation requirements too. In R it is standard practice to cite packages, and R makes that easy. In Stata, some packages require citation: check the author’s website or the .ado file (for example, reghdfe).

Examples by scenario

1. Public dataset with a DOI: Penn World Table

Use the DOI-based citation supplied by the repository whenever possible.

The Penn World Table also illustrates Step 3. The provider asks you to cite the article that introduced this version. That article is in the American Economic Review, but later versions of the table (each with its own DOI) were created afterwards and are not in the AER. So cite both: the requested article and the data.

Use this when:

  • the dataset has its own repository record
  • the record has a DOI
  • the data provider gives a preferred citation, possibly of an article you must also cite
2. Data downloaded from a website, no DOI: BLS series

If there is no DOI, cite the organization, the dataset name, the source website, and the access date.

The generic website citation style applies here, but not when the data have a permanent URL, a DOI, or a suggested citation; in those cases use the DOI-based form instead.

Use this when:

  • the data come from an agency or website
  • no DOI is provided
  • the exact series, table, or file can still be identified
3. GitHub repository, release, or Zenodo archive

An online repository (GitHub, GitLab, Bitbucket) can be deleted by its owner at any time, so by default it is cited like a website. There are three increasingly robust rungs.

Plain repository (least stable, treat like a website):

A tagged release pins a version and is more robust:

A Zenodo-preserved release has a DOI and is no longer subject to arbitrary deletion; cite it like any archived object. GitHub integrates with Zenodo automatically, but any release can also be preserved on Zenodo manually.

Use this when:

  • data or code live in GitHub, GitLab, or Bitbucket
  • a release page exists and is more stable than the repository homepage
  • a Zenodo DOI exists for a preserved release
4. Database through a distributor: Compustat via WRDS

Sometimes the creator and the distributor are not the same. The distributor then takes on the role of a publisher, so name both when it matters.

The same data may be available from more than one distributor, in which case the distributor is what changes. For example, the S&P 500 index can be reached through different providers:

Such data is often subject to copyright and redistribution restrictions, so record the access conditions in the README.

Use this when:

  • a commercial or licensed database is accessed through WRDS, FRED, Haver, ICPSR, or a similar distributor
  • the distributor is the practical access point for replicators
5. Many related datasets or many DOIs: ACS PUMS 1997-2009

If one logical dataset spans many years or versions with multiple DOIs, use a composite citation and list the detailed DOIs in an appendix or data availability statement.

Use this when:

  • you combined multiple annual releases or extracts
  • each year has its own DOI but readers need one human-readable citation
  • you can supply the exact DOI list elsewhere
6. Supplementary or replication data attached to a paper: Romer and Romer

If a dataset is archived separately from the article, cite the dataset as a dataset, not only the article. In many cases you should cite both the article and the data.

The data:

Citing only the article’s landing page (as older guidance once suggested) is no longer recommended, because it blurs the article and the data.

Use this when:

  • the data are a replication package or supplement
  • the archive record has its own DOI or landing page
  • the article and the data are separate scholarly objects
7. Restricted or confidential data: IRS or government registers

Restricted data should still be cited. The citation should identify the dataset and the access mechanism, even if the data cannot be redistributed. Name the distributor that actually provided access.

If a DOI exists for the confidential dataset, use the DOI-based citation instead:

If you combine several databases held within the same secure enclave, cite them separately when researchers could plausibly combine the extracts in different ways (for example, the IRS 1040 file merged with death records versus with information returns).

Use this when:

  • the data are confidential
  • access is through a secure enclave, contract, or research data center
  • there is no public DOI for the exact extract you used

In your README or data availability statement, also explain how another qualified researcher could request access.

8. Unpublished or anonymous-source data: no formal access mechanism

Even if the data were obtained informally, or the provider cannot be named, the reference list should still identify the source as precisely as possible. The Chicago Manual of Style allows citing unpublished data without a reference-list entry, but we ask that you do include it, using “Unpublished data” as the locator (similar to a persistent identifier).

When the provider (often a firm) must remain anonymous, cite it the same way:

Use this when:

  • the data were shared privately rather than through a repository
  • the provider cannot be named directly
  • the best available locator is an access date and a clear description
9. Online database or no clear publication date: NASA/IPAC or Compustat n.d.

Some databases are cited as databases, and some datasets do not have a clear publication date. In that case, identify the database clearly and use an access date or n.d. when appropriate.

10. Offline or archive-style access: secure center, archive, or register

Some data are not downloaded from a website at all. This is much like a traditional offline archive (for instance a manuscript collection). Cite the archive, secure center, register, or institution that provided access.

The same pattern follows the Chicago Manual of Style treatment of archival collections:

It is also the right pattern for named government registers when no DOI exists. Many statistical agencies publish lists of their registers (for example, Statistics Denmark), which you can use to construct the citation and point to the codebook in the README:

Note the version: the register may now extend further than the extract you actually used, so adjust the years accordingly.

Common mistakes

  • Citing only a paper when the data are separately available. This is the most common problem. A paper describing a dataset is not a substitute for citing the dataset itself.
  • Giving only a top-level URL. Do not stop at a homepage if the reader needs a specific file, table, series, or application page.
  • Leaving out the distributor or access path. This matters when the same data can be obtained from multiple sources or when access is restricted.
  • Skipping the access date when there is no DOI. If the object is not archived with a persistent identifier, the access date helps identify what you used.

Fast checklist for authors

Before you submit, check that you can answer yes to each of these.

  • Does every dataset used in the paper appear in the references?
  • Does each citation identify the dataset, not just a related article?
  • Does each citation include a DOI, stable URL, or clear access path?
  • If the data are restricted, does the README explain how access works?
  • If the provider gives a preferred citation, did you use it?
